Masoud Suleiman Calls for Foreign Investment at CERAWeek Energy Conference

The National Oil Corporation (NOC) chairman, Masoud Suleiman, reiterated on 11 March that Libya intends to expand its energy activities in partnership with leading global companies. He was speaking on the sidelines of the CERAWeek global energy conference in Houston, Texas, which started the previous day.

Suleiman said that conditions in Libya were now favourable for investment, driven by the relative stability in the country. He reiterated the corporation’s commitment to increasing oil and gas production, the goal being to boost national income and enable economic growth.

He highlighted the company’s launch on 3 March of a new tender round, offering 22 blocks, 11 offshore and 11 onshore, to international energy companies. He also emphasised that these concession areas had untapped potential and remained “awaiting discovery”. He extended a direct invitation to firms seeking to enter the Libyan market, urging them to “seize the opportunity” for exploration, drilling and investment.

The GNU’s acting oil and gas minister, Khalifa Abdel Sadek, is also participating in the CERAWeek global energy conference. It has seen a significant turnout, with over 450 executives, 80 ministers and high-ranking officials and more than 10,000 participants representing more than 2,050 companies from 80 countries.

Participants have been taking part in discussions on the future of the energy industry as the world enters a new era of energy transition. CERAWeek 2025 itself focus on the strategies and upcoming challenges facing the sector. It is also featuring in-depth conversations on market dynamics, infrastructure development, policy trends and technological advancements, with a particular focus on the impact of artificial intelligence.
