
The acting chairman of the National Oil Corporation (NOC), Masoud Suleiman, briefed the GNU prime minister, Abdulhamid Dabaiba, on 17 March on his trip to the US. It included his participation in the CERAWeek energy conference in Houston last week, where he promoted the latest concession bidding round launched by the NOC at the beginning of March.
At a meeting at the prime ministry office in Tripoli, discussions centred on NOC preparations for a new concession round. These include planned visits to China and Turkey to showcase investment opportunities in Libya’s oil and gas sector withing the context of the latest bidding round.
The initiative is part of the NOC’s broader strategy to expand its international partnerships.
According to a statement published by the GNU’s Hakomitna news platform, the meeting was attended by Dabaiba’s financial advisor and transport minister, Mohamed Al-Shahoubi, the minister of state for communications and political affairs, Walid Al-Lafi, and the chairman of the Economic and Social Development Council, Mahmoud Al-Futaisi. The meeting also addressed the NOC’s 2025 development and operational budget as well as the funding requirements to increase production rates and ensure the sustainability of current operational processes.
At the conclusion of the meeting, Prime Minister Dabaiba stressed the imperative of ongoing development in the oil sector, alongside improvements in financial and administrative transparency and the adoption of stringent governance standards.
